    KENTON COUNTY AIRPORT BOARD invites applications for the position of:    Asset Manager
        Open Until Filled
    CLASS SUMMARY: Responsible to manage, investigate, plan, implement, maintain, and support KCAB Asset Management duties within the Planning & Development department.

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
    • Works with the Director of Planning to develop asset specific condition assessments with the assistance of subject matter experts and consultants to accurately and effectively measure an assess the condition of existing assets, estimate their performance, sustainability, remaining life, and life cycle costs.
    • Manages, delegates, and reviews assigned work. Effectively applies organizational policies and procedures in work products and ensures deliverables meet the needs of the organization.
    • Develop alternative solutions, timelines, resource requirements, identify costs required to maintain, refurbish, or replace assets (or a combination thereof), and provide recommendations to assist in the KCAB leadership decision process.
    • Assists in staff management including supervision, delegation and review of assigned work, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.
    • Manages data contained in the KCAB Enterprise Asset Management System (EAMS) by assessing the state of existing data, identifying gaps in information, planning the necessary steps to capture new data, collecting or managing the process to collect asset information, and reporting to leadership on status of asset management information.
    • Works with KCAB internal stakeholders and external consultants to develop specific Job Plans for Preventative Maintenance work for various KCAB assets.
    • Works with Project Managers to transition projects from construction to commissioning by understanding the assets delivered by a project, the procedures, guidelines, standards, and specifications issued to and used by the maintenance and operational department personnel to maintain assets.
    • Assists in the development of asset Operations & Maintenance information when required, disseminates information, and creates an active dialogue with SMEs to refine information as needed to effectively maintain assets.
    • Works with Inventory and Supply Chain management staff to integrate logistical functions in Asset Management workflows, (including Warehousing, Stock Management, and Materiality) to develop more accurate asset ownership costs and support efficient inventory methods.
    • Manages the KCAB Warranty Process for all asset under existing warranty periods. Responsible for filing warranty claims ensuring reclamation.
    • Assists in the preparation of draft motions, justifications and reports for Board meetings.
    • Assists with contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert, responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Assists in RFP development, bid specifications, contract management, invoice processing, and status tracking.
    • Performs other duties of a similar nature and level as assigned.

    Bachelor’s degree in a related field to the area of assignment or three (3) to five (5) years’ experience managing operations and maintenance processes and projects, planning/scheduling, and using asset management software with the primary focus on facility or asset maintenance management; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    • Obtain and maintain position appropriate NIMS & emergency training.
    • Valid driver’s license.
    • Security Identification Display Area Clearance (SIDA)

    • Data structures and integration of functional locations, equipment, bills of material and preventive maintenance records;
    • Maintenance management systems, Warehouse and Purchasing, project implementation;
    • Facility and asset management;
    • Workflow development and management.

    • Identification and analysis of problems and recommending and assisting in implementation of solutions;
    • Retrieving, organizing, analyzing and interpretation data and presenting results in an organized manner.
    • Demonstrated skill in use of independent judgment;
    • Clearly and effectively communicating, both orally and in writing;
    • Use of a variety of computer-based technologies, specifically:
    o Infor
    o Microsoft Office Suite
    o MS Project
    o ESRI GIS
    • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.

    Positions in this class typically require: kneeling, reaching, fingering, standing, walking, talking, hearing, seeing and repetitive motions.
    Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
