    KENTON COUNTY AIRPORT BOARD invites applications for the position of:    Sr Program Manager (Planning & Development Dept)

    CLASS SUMMARY: Responsible for providing coordination and integration of KCAB’s portfolio of projects. Oversees an ongoing portfolio of the Airport’s projects as well as the facilitation of the development and refinement of documented processes covering overall project governance and direction. Responsible for close coordination of capital programming requiring a high level of logistical planning within a busy and fully operational airport environment. Works with other key stakeholders to develop and refine tools and processes to be used by KCAB for Portfolio Project Management along with supporting documentation. In addition, performs project management duties and responsibilities, including, but not limited to the oversight of projects such as, scope development, identification of required resources, budget/cost estimates, development of specifications for procurement, quality assurance, operational and communication plans, risk assessment and mitigation, and closeout for implementation and operational readiness.

    ESSENTIAL DUTIES:
    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
    • Develops, implements and monitors procedures/processes utilized in the Airport’s Project Portfolio including guidance and oversight of program/project management, scope development, scheduling, reporting, operational readiness and close out, including project budget reconciliation.
    • Conducts studies and/or analysis, researches best practices, and develops plans to effectively implement the Airport’s Portfolio of Development Projects.
    • In close coordination with Finance and Planning & Development Staff, manages the development and maintenance of budget profiles, schedules, project estimates, cash flow projections, and project documentation for planned and completed work products.
    • In close coordination with Airport operations, ensures that all physical developments at the Airport comply with operational and regulatory requirements including, but not limited to, safe and secure airfield, airspace, air navigation aids and Airport facilities and infrastructure.
    • Responsible for ensuring that plans, budgets, sources of funds, delivery methods and control procedures are established, monitored and communicated timely to stakeholders.
    • Responsible for providing and updating applicable capital and O&M budgets in support of the KCAB annual budgeting process.
    • Works with and KCAB Committees, subject matter experts, and consultants to identify Airport Planning initiatives, manages study and analysis workflow, and assists KCAB leadership in the development of materials to assist the decision process related to future development initiatives.
    • Organizes and plans functional activities. Anticipates needs, forecasts results, analyzes and organizes work processes and procedures, and delegates assignments and/or work tasks to achieve program/project goals in the most efficient, cost effective manner.
    • Works with Planning & Development Staff to accurately and efficiently report projects statuses to working groups, other Airport departments, KCAB Leadership, and other internal and external stakeholders via reports and/or presentations.
    • Responsible for all applicable contract management activities as documented in KCAB Policy 1014, Contract Management as it relates to Project Portfolio Management support. As the subject matter expert responsible for all key aspects of Project Portfolio management, ensures KCAB’s interests are represented in any business activities regarding those applicable agreements. Prepares RFP’s, bid specifications, and negotiates contracts.
    • Establishes and maintains efficient relationships with KCAB personnel, vendors, project managers, project engineers, design firms, construction firms, and other agencies or organizations.
    • Staff management responsibility may include supervision, delegation and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.
    • Performs other duties of a similar nature and level as assigned.
    TRAINING AND EXPERIENCE:
    Bachelor’s degree in planning, architecture, engineering disciplines, project management, or a related field and five years of related experience with experience managing large scale, complex projects; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
    LICENSING/CERTIFICATIONS:
    • Preferred certification as a Planner, Professional Engineer (PE), Architect, Certified construction manager (CCM), Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent.
    • Maintain Security Identification Display Area (SIDA) clearance.
    • Valid driver’s license.
    • Obtain and maintain position appropriate NIMS & emergency training.
    KNOWLEDGE OF: • Portfolio Program / Project management: effectively applies Portfolio Program/Project Management industry standards and best practices in the areas of project planning, coordinating, budget management, scheduling, monitoring, and reporting • Process development, execution, reporting, documentation, and refinement • Principles and practices of Portfolio Program/Project management in an airport environment or equivalent large facility/campus setting • Construction principles, techniques and methods • Supervisory techniques

    • Use of a variety of computer-based technologies including; Microsoft Project (or equivalent scheduling program), word processing, presentation software and spreadsheets. AutoCAD/GIS skills are not required, but preferred.

    ADA AND OTHER REQUIREMENTS:
    Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
    Medium Work: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
