    CLASS SUMMARY:
    Reporting to the Director of Asset Management, perform a variety of both administrative and technical functions to support infrastructure improvement initiatives and help facilitate the drawing review process for construction projects at KCAB.
    Provides technical expertise and project coordination for assessment projects undertaken by KCAB. Assessments may consist of various disciplines and may be performed internally or by external consultants. Duties include, but not limited to, short-term assessment planning, scoping meetings, design review, field coordination, and contract management.
    Supplemental to assessment project coordination, responsible for managing a design review process, coordinating with internal and external stakeholders on proposed construction design plans to ensure optimal maintainability and operability.
    When applicable, this position will require participation and attendance to scoping meetings, pre-construction meetings, page-turn meetings and construction progress meetings. Integrated into the design process serving as a liaison between Planning & Development and Maintenance departments. This position will require fully understanding the scope of the project under review to identify opportunities in the design and present options for value engineering.

    ESSENTIAL DUTIES:
    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.
    • Manages annual assessment projects overseeing professional service consultants.
    • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management. As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement. Prepares RFP’s, bid specifications, and negotiates contracts. Coordinate with A&E firms.
    • Manages and facilitates design review process.
    • Technical review construction plans submitted by clients and contractors will be critical to this position, identifying any deficiencies affecting constructability and providing feedback.
    • Liaison for internal stakeholders by relaying Asset Management and Maintenance standard requirements, reviewing plans and specifications, coordinating with PM and designer, coordinating review of plans by maintenance staff.
    • Conducting site visits to verify and determine compliance to plan and specifications.
    • Provide technical subject matter expertise in multi-disciplined knowledge areas.
    • Establishes and maintains efficient relationships with contractors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.
    • Performs other duties of a similar nature and level as assigned.

    TRAINING AND EXPERIENCE:
    Associate’s degree in a related field to the area of assignment and years of related experience involving architecture, engineering, project management and/or construction administration; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
    Experience with managing Architectural & Engineering contracts is a plus.

    LICENSING AND CERTIFICATIONS:
    • Maintain Security Identification Display Area (SIDA) clearance
    • Valid drivers license
    • Obtain and maintain position appropriate NIMS & emergency training.

    KNOWLEDGE OF:
    • Project management;
    • Contract administration and management;
    • Wide range of disciplines, including, but not limited to; electrical, mechanical, civil and structural engineering.
    • Planning, architecture and engineering; focus in design review and project management processes preferred;
    • Principles and practices of budgeting, purchasing, contracting and records maintenance;

    • Clearly and effectively communicating, both orally and in writing;
    • Demonstrated skill in managing large scale complex projects;

    • Demonstrated skill in use of independent judgment;

    ADA AND OTHER REQUIREMENTS:
    Positions in this class typically require: fingering, walking, talking, hearing, seeing and repetitive motions.
    Sedentary Work: exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently, or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
