    CLASS SUMMARY:
    Manages assigned Airport and Tenant projects at CVG to ensure that they are well planned, coordinated, scoped, budgeted and designed; constructed safely, on schedule, within budget, with good quality, with minimal operational impacts and with positive effects on overall security. 
    Coordinates all phases of development including requests for proposals for architectural/engineering services, development of plans and specifications, project budget and schedules, construction, construction administration and inspection and project closeout.

    ESSENTIAL DUTIES:

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

    • Assists the Department by identifying active and potential projects to be included in the Capital Program. Presents specific project data and technical information for on-going and proposed projects to support Departments’ goals. Tracks and analyzes schedule, funding, percent complete, etc., for on-going projects. Provides preliminary schedule and cost estimates for proposed projects and assists in coordinating and securing all necessary project approvals.

    • Responsible for management and/or performance of  design/engineering plans, budgets, sources of funds, delivery methods and controls procedures for existing facilities, projects and programs that enhance the airport business, including analysis of operational implications, impacts to the approved master plan, regulatory requirements and safety requirements.

    • Responsible for providing capital budgets in support of the KCAB annual budget.

    • Provides Building Code and ADA code interpretations on Airport projects.

    • Liaison for Airport tenants wishing to build new facilities or remodel or expand existing facilities by relaying Airport standard requirements, reviewing plans and specifications, coordinating with tenant and designer, coordinating review of plan by Airport staff, issuing Airport Construction Permit, and conducting site visits to verify and determine compliance to plan, specifications and Airport standards.

    • Manages and facilitates construction oversight and implementation of projects and plans relevant to the Airport within procurement requirements and established schedules and budgets.  Manages development of negotiating strategy, parameters, pricing and terms for construction and consultant contracts.

    • Responsible for all contract management activities as documented in KCAB Policy 1014, Contract Management.  As the subject matter expert responsible for all key aspects of contract management ensuring KCAB’s interests are represented in any business activities regarding the agreement.  Prepares RFP’s, bid specifications, and negotiates change order requests and contracts.

    • Establishes and maintains efficient relationships with vendors, program managers, project engineers, design firms, construction firms, and other agencies or organizations.

    • Staff management responsibility may include supervision, delegation and review of assigned work, hiring/terminating, performance appraisals, coaching/counseling, staff development, application of organizational policies and procedures.

    • Performs other duties of a similar nature and level as assigned.

    TRAINING AND EXPERIENCE:

    CVG is looking for a candidate with Senior Project Management experience level.  Candidates with less than Senior Project Management experience may be interviewed and if hired, final position level (Senior Project Manager, Project Manager or Asst. Project Manager) will be determined at time of job offer.

    Senior Project Manager

    This is the advanced Project Manager position.  Positions in this class are full functioning Project Managers performing the full range of project management responsibilities.  The Senior Project Manager exercises independent judgement.

     

    Bachelor’s degree in a related field to the area of assignment and seven years of related experience involving architecture, engineering, construction administration with three years experience managing large scale, complex projects; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  Experience in construction management and management of public agency projects is desirable.

     

    Project Manager

    This is the experienced project manager position.  Positions in this class perform similar duties as the Senior Project Manager Level.  However, this level is not expected to function with the same amount of work knowledge, skill level or discretion and judgement as positions allocated to Senior Project Manager.

     

    Bachelor’s degree in a related field to the area of assignment and 3 - 5 years of related experience involving architecture, engineering, construction administration with three years experience managing large scale, complex projects; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.  Experience in construction management and management of public agency projects is desirable.

     

     

    Assistant Project Manager

    This is the entry level project manager position.  Positions in this class assist Senior Project Managers and Project Managers on the different project lifecyle phases and perform more routine project management duties.  This level is not expected to function with the same amount of work knowledge, skill level or discretion and judgement as positions allocated to Senior Project Manager and Project Manager positions. Assistant Project Managers work under immediate supervision while learning work methods and progressing to additional duties and responsibilities.

    Associate’s degree in Civil Engineering or a related field to the area of assignment and one to three years of project management, construction management and/or construction inspection experience in the area of airfield construction projects, pavement, structures, buildings, rehabilitation projects and inspection of large capital improvement programs or related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    LICENSING/CERTIFICATIONS:

    • Preferred certification as a professional engineer (PE), Architect, certified construction manager (CCM), Program Management Professional (PgMP), Project Management Professional (PMP) or equivalent

    • Maintain Security Identification Display Area (SIDA) clearance.

    • Valid drivers license

    • Obtain and maintain position appropriate NIMS & emergency training.

    KNOWLEDGE OF:

    • Planning, architecture and engineering; focus in Mechanical/Electrical preferred

    • Airport Building codes, ADA requirements and FAA requirements;

    • Principles and practices of budgeting, purchasing , contracting and records maintenance

    • Construction management;

    • Contract management;

    • Capital Improvement Planning criteria;

    • Project management;

    • Supervisory techniques.

    SKILL IN:

    SKILL IN:

    • Demonstrated skill in directing and managing staff efficiently and effectively;

    • Demonstrated skill in managing several complex projects at a given time

    • Clearly and effectively communicating, both orally and in writing;

    • Demonstrated skill in managing large scale complex projects;

    • Use of a variety of computer-based technologies including AutoCAD (preferred), word processing, scheduling software, presentation software and spreadsheets.

    • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups;

    • Demonstrated skill in use of independent judgment.

    ADA AND OTHER REQUIREMENTS:

    Positions in this class typically require: fingering, walking, talking, hearing, seeing and repetitive motions. 

    Sedentary Work: exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently, or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
