    Job Description
    POSITION SUMMARY
    The Human Resources Generalist is responsible for performing HR related duties in all or some of the following functional areas: recruitment, onboarding, training, performance management, employee relations, policy implementation and compliance.  The HR Generalist supports the goals of the organization and provides the organization with the best people talent available in order to position the company as an Employer of Choice. 


    Effective January 1, 2016, The Southwest Ohio Regional Transit Authority/Metro will not hire nicotine users. All candidates for hire extended an offer of employment will be required to successfully pass a nicotine screening as a condition of employment.
     
    ESSENTIAL FUNCTIONS
    • Screens resumes, interviews candidates (by phone or in person), administers appropriate assessments reference/background checking, makes recommendations or hire (or not hire), prepare and extend offers of employment to select applicants.
    • Maintain the electronic personnel requisition and assure proper approvals of positions.
    • Maintain the electronic applicant tracking system on the Metro website.
    • Review and evaluate applicant's work history, education, training, and other qualifications.
    • Inform candidates of job duties/responsibilities, compensation and benefits programs, work schedule/conditions, etc.
    • Schedule pre-employment physicals and drug testing.
    • Collaborate with hiring manager to determine employment and staffing needs.
    • Advertise open positions on websites and attend career fairs.
    • Maintain necessary reports and spreadsheets, to include but not limited to applicant tracking, open positions, approved positions, monthly EEO reporting, etc.
    • Organize, maintain and conduct new hire orientation with all new employees.
    • Oversee employee referral and employee recognition programs.
    • Maintain the Human Resources DASHBOARD to report on key HR performance indicators.
    • Coordinate and oversee the performance evaluation system and revise as necessary.
    • Serve as the point person for employee training and development needs, including but not limited to, Metro University.
    • Act as employee relations consultant by assisting the Senior Manager of Employee Relations and the VP.
    • Counsel and coach department heads on employee issues and succession planning steps.
    • Administer various human resources plans and procedures for all company personnel; assist in development and implementation of personnel policies and procedures; prepare and maintain employee handbook and policies and procedures manual.
    • Oversee the input and maintenance of the Human Resource Information System (HRIS) records and database reporting.
    • Act as the primary liaison between IT and systems support in regard to the HRIS, as well as, serve on any committee relating HR/Technology issues.
    • Serve as lead resource for input and maintenance of the HR intranet.
    • Oversee maintenance of job descriptions, policies/procedures, employee handbooks, and organizational chart.
    • Maintain current in the principles and practices of human resources.
    • Secure employee and applicant private and personal information in the strictest confidence, to include but not limited to HIPAA and identity.

    • Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department and organization accomplishments.
    • Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.
    • Conduct exit interview with terminating employees
    • Ability to work in compliance with Metro's safety and security policies.
    • Other duties as assigned.

    Education
    • Bachelor's Degree (four year college or university) required.
    • Master’s Degree in related field is preferred.
     
    Experience
    • Three or more years related experience preferred
     
    SKILLS & ABILITIES
     
       Computer Skills
    • Proficient knowledge of Microsoft Office, HRIS, web-based applications, internet and email required.
     
       Certificates & Licenses
    • PHR/SPH or CP/SCP from the Society for Human Resources Management (SHRM) or certification from a related professional association preferred.
     
       Other Requirements
